AAR speaks out against two crew members rule in comments filed with DOT
AAR said that the comments were filed in regards to a United States Department of Transportation Request for Information, with a focus on DOT modernizing and streamlining rail regulations, “that stifle innovation and discourage investment without enhancing safety." It also noted that the main issue in the Biden administration’s crew staffing rule, which mandates a minimum of two members per train is viewed as an unsubstantiated mandate.

The March FRI increased 0.7% in March, after a 1.8% February gain. The report observed that these recent gains suggest that, despite pervasive policy-related uncertainties and continued manufacturing weakness, economic fundamentals as reflected in rail volumes remain positive.

STB makes call to end Final Offer Rate Review litigation
The Washington, D.C.-based Surface Transportation Board (STB), an independent adjudicatory and economic-regulatory agency charged by Congress with resolving railroad rate and service disputes and reviewing proposed railroad mergers, said late last week that it decided the end its litigation on its Final Offer Rate Review (FORR) rule.
